Fixes missing MCP read-only annotations reported when using Claude Code plan mode.

• All 38 inspection, search, comparison, and code-template tools now advertise readOnlyHint: true.
• The six tools that change workspace, settings, or cache state explicitly advertise readOnlyHint: false.
• Uses standard MCP metadata that Claude Code, Codex, and other clients can consume. Client permission policies still determine approvals.
• Adds a regression test against the actual stdio tool catalog. All 193 Release tests pass locally.

Update the server executable and reconnect or restart your MCP client to refresh its tool catalog. The MCP SDK remains at 1.3.0; the SDK/protocol upgrade is separate from this fix.

Requires the .NET 10 runtime. Downloads are available for Windows x64, macOS Apple Silicon and Intel, and Linux x64 and ARM64.
