feat: optional cluster.switchover_delay → spec.switchoverDelay (#15)
CNPG's default of 3600 s lets a wedged old primary hold the primary lease for up to an hour during a failover; the target then only logs Primary lease not yet acquired. Optional and omitted from the spec when unset, so existing callers keep the CNPG default and get no diff.
