Prevent mouse tick label from going behind drag handle

• mouse tick label should stop when its right edge is a configurable distance (say 8pt) from the left side of the hrule drag handle, and similar for the vrule drag handle and mouse tick label
• the mouse tick itself should always follow the mouse, even if partially obscured by the drag handle
