0.6.22 and 0.6.23 were tagged but refused by the release guard and never published, each for a
test, not the product: 0.6.22's Windows test build failed (a Unix-only test lost its #[cfg(unix)]
when a test was added above it), and 0.6.23's Windows on ARM run read a config file's stamp twice
within one clock tick in a timing-sensitive test. This release carries 0.6.22.

Hand-overs to saved accounts work again (found by the live Kimi rehearsal). Project Observatory
refuses an account id that looks like a key, and Switchboard's account ids are UUIDs, which it
counts as one — so since the engine started checking, every hand-over to a saved Claude, Codex or
Kimi Code account was refused before anything started, by hand and in a fallback chain alike;
only Hermes went through. Switchboard now names an account to Observatory by a short handle derived
from its id, and still recognises workflows that named it the old way.
