still mainly targeting rdna2, sm fix, disc caching

this is very similar to the older build but a few errors ironed out, it should also work for anything from rdna1 to 4, it is modified for rdna2 but with limited tests, at least one rdna3 user didn't have any improvements when they specified parts of this for rdna3. So, TLDR; feel free to use for all rdna gpu's. There is also another alternative that SOLELY works on rdna4 and has something like 1.5x better performance than this one but that requires to be built locally by the user. We would add instructions on how to build it in the readme.
