Fixes for four reported issues and for diagrams with more than one network.

Fixes

Repeatable diagrams (#216). Set SOURCE_DATE_EPOCH and the footer shows that time instead of the time of drawing, and the same source now gives byte-identical PNG, SVG and draw.io files. A CI job that commits the diagram only when it changed no longer commits on every run. See CI/CD Integration.
Windows paths in the footer (#219). A path such as C:\dev\GitLab no longer prints as C:\dev%1itLab.
Resource groups connected by arrows (#218). Hub-and-spoke diagrams no longer draw a resource group narrower than its VNet or draw resource groups over each other.
Peering in graph files (#220). VNet, VPC and network peerings are drawn as a line between the two networks on Azure, AWS and GCP.
Peering lines run from one network's border to the other's, with the peering icon beside the line, and a peering is no longer drawn a second time as an icon inside one network.
Several VPCs in the same zone. Each AWS VPC, and each GCP network and subnet, gets its own availability zone and region boxes. Before, they shared one, and one network was drawn around another's subnets.
Edit in draw.io without the draw.io app opens the diagram in draw.io in your browser. The diagram travels in the link and stays on your computer.
Assistants pick TerraVision for any system on AWS, Azure or GCP, even when the request doesn't say "cloud" or "diagram".
Diagram buttons keep working after the extension or app restarts.
