Add bottom pagination to Card View

Our current card view demo does not show bottom pagination. Not clear what the appropriate design solution is since the card grid itself does not have a footer. Need to create mockups to drive updates to the Card View demo and design guidelines.

@gdoyle1 I see that you've changed the background that the cards sit on from gray to white. I wanted @lboehling to also take a look since she has been looking at he appearance of these full page views overall. Do you think the cards stand out enough against the white background? @mceledonia would be great to get your thoughts as well.

@mcarrano I figured this is most consistent with what products are doing - also we added the card border for cards on white bg so it may be a good way of showcasing that! But definitely interested to hear your opinions @lboehling @mceledonia

@mcarrano I spoke with @lboehling and we were thinking we'd approach content views like so:

• If you are only designing for a card view (no ability to switch to another content view), the cards should be on a gray background
• If you have a card view that can also be switched to a list or table view (esp anytime you are dealing with master detail), the cards should be on a white background

The design here uses a sticky compact bottom toolbar, which @lboehling and I agreed would be the visual direction to go with!

I think that makes sense @gdoyle1 . But not sure exactly what you mean by "sticky compact bottom toolbar." We currently have bottom pagination. Are you saying that we would just make that sticky? If we do that for Card view, would we also do that for lists and tables?

@mcoker Any reason we can't have sticky pagination an the bottom of the viewport?
