Describe the feature
We are looking for a Radar chart.
Apache ECharts already supports radar charts and since PF has adopted ECharts for newer chart types (Sankey in #11616, Line), this would be a natural addition.

User Story
As a developer building data-driven dashboards with PatternFly, I want a Radar chart component that follows PatternFly's design system and theming, so that I can visualize and compare multi-dimensional data (e.g., 4-7 metrics across 2-3 items) in a consistent, accessible way without pulling in a separate charting library.

Interaction States & Variations
ECharts radar chart supports these out of the box — hover tooltips, legend toggling, polygon/circle grid shapes, filled/stroke styles, multi-series overlay, etc. PF would just need to wrap it with PatternFly theming and skeleton/loading state consistent with the existing ECharts components (Sankey, Line).
