Table: tooltips not appearing correctly

Seen on v5 branches/surge when hovering over any truncated header or cell.

Currently it looks like the wrapping div is messing with the truncation. Fix being worked on in #8671 - Changing the tooltip to use the trigger reference fixes the spacing issue but then tooltips appear inconsistently when a tooltip is passed in manually (the default tooltip always shows up and the manual tooltip only shows up about twice).
