Support nested tags

This feature was added in paperless-ngx/paperless-ngx#10833

• Visually indicate parent / child relationship in the tag view
• Enable setting the parent for a tag

@svenbaer Not on the priority list at the moment. It's possible to work with nested tags, it's just not possible to manage nested tag relationships.

I'm planning to add a new way to marshall and unmarshall depending on the backend version. With that o have a better path towards implementing this.
