Implement IGNORE_CONTROLLER command to exclude specific devices by GUID (SDL version)

• Added console command: IGNORE_CONTROLLER <GUID>
  • Add a line to OnStartup.txt, for example: IGNORE_CONTROLLER 030000004c050000c405000011010000
• Prints detected GUIDs during device connection in console

Ignores controllers persistently until program restart.
