Allow setting IOC_USER before invoking initIOC

The initIOC has some code for determining which account to use as the IOC user, but new situations keep cropping up, and modifying this code could become unwieldy in the future. So instead, if IOC_USER is defined prior to running the script, just use this value and ignore the logic in the script.
