rbl2 release candidate

With a hopefully-fixed tzdata for Ireland DST.

Note that that patch to PebbleOS is GPLv3; for whatever rights I have, I offer an exemption for use with legacy Pebble binaries like this.

rbl1 release candidate 2

rbl1 release candidate

Patches 3.12.3 and 4.3 (on supported devices) with new bluetooth constants and with new timezone database. New versions are 3.13.1-rbl and 4.4.1-rbl.

Optionally, adds a patch for Silk to switch to 3.7V battery display constants. (This does not affect charging -- only what number is displayed on screen.)
