PyVLCB v0.2.0 - Release with VLCB Opcodes

This release adds new VLCB Opcodes within the VLCBOpcode tables.
Also includes error code lookups for DCC Errors and CMDERR / GRSP error codes.

Updated documentation, re-ordered and hidden the error code classes.
New documentation generation for select VLCBOpcode dictionaries, adding a new VLCB specification to the reference documentation.
