First production release of Codex WebApp.

Uses the npm latest channel: npx -y codex-webapp doctor
Keeps the browser UI on localhost by default
Checks Codex CLI 0.130.0+ and codex remote-control
Starts the pinned Codex-style web runtime through npx --package github:0xcaff/codex-web#585613f5a3a355af5aefc388ca4e31b07a472cda codex-web
Includes smoke checks and browser screenshot evidence support
