RADE Decode v1.5.5 — Xiegu G90 PTT delay fixed

Fixes the multi-second delay between pressing PTT and the radio actually
keying/unkeying on the Xiegu G90 (and other slow-CAT rigs). Confirmed fixed on
real G90 hardware.

Root cause

The G90 is driven by Hamlib's Icom CI-V backend, which reads PTT back to verify
after each key/unkey. The G90's CI-V is slow to answer, so with the default
serial timeout + retries every PTT stalled for seconds — in both directions
(switching to TX and back to RX both send a PTT command).

Fix

• Launch rigctld with a tight serial timeout and no retries
  (timeout=200, retry=0, post_write_delay=0) so setting PTT returns promptly
  instead of blocking on CI-V readback retries.
• Stop running rigctld at max verbosity (-vvvvv), which was flooding the log on
  every command.

Also includes the v1.5.4 serial-lock priority change (keeps user commands ahead
of the background status poller).

Note

Takes effect on reconnect — after updating, disconnect and reconnect the rig.

Debug-signed APK for sideloading — allow "install from unknown sources".
