Describe the bug
Localization is not working after upgrade from Rhythmyx to 8.1.1

To Reproduce
Steps to reproduce the behavior:

Have a Rhythmyx installation with French and English Locale.
Upgrade to 8.1.1
Try to login to legacy UI with French Locale
You see all labels in English and not in French

Expected behavior
All Labels should be in French locale.

Found to that I18N file was missing french label text.
