Add setting to automatically apply handbrake to stationary cars after decoupling. Handbrakes are only applied:
- To the car that was decoupled
- If the setting is enabled
- If the car is not moving
- If the consist does not have any engines
- If the consist does not have any cars with the handbrake already applied
