[promote persona-mention 1/3] Soak through the rings (next → ring0 → ring1 → stable)

Part of Epic #781. GATE for 2/3 and 3/3.

Advance the persona-mention release through the canary rings, watching each before the next:

• next soak DONE + proven (qa-lead advisory, .github-private#1300; recursion guard held).
• Advance persona-mention/v1-ring0 → v1-ring1 → v1-stable via cut-release.sh persona-mention <ver> --channel <tier> [--promote]. Ring topology per scripts/lib/ring-pins.sh (ring0=.github, ring1=TalkTerm/bmad-bgreat-suite, stable="*").
• Do NOT skip to stable. Each tier must be healthy before the next.

Blocks: the WIRE story (needs the tier tags to exist). Stable is gated on explicit go.
Acceptance: persona-mention/v1-stable reached via a healthy, non-skipped ring soak.
