The GitHub Action reported nothing on the builds it failed. GitHub runs shell: bash as bash -eo pipefail, so the gated scan aborted its step the moment it found a high-severity
finding — before the exit code could be captured. The action still failed the build, but the risk-score and risk-level outputs came back empty exactly when there was a risk to report,
and the gate step ended in exit: : numeric argument required instead of naming the finding.
The gate now captures its status with || GATE_EXIT=$?, and an unset status is reported as an
incomplete scan rather than passed to exit.

CI exercises action.yml end to end. The action is a shipped artifact that pytest cannot
reach; it is now run against a clean and a risky fixture, asserting that the gate fails the build and still reports the risk, and that fail-on changes only the exit status, never the verdict.
