docs: record pre-release hardening and checksum contracts - #9

Add draft English and Chinese records for the read-only checksum audit, output automation contract, operational limits, and release boundary tracked in pgsty/mc#5. Keep both pages draft until the client changes and hosted CI are merged. Signed-off-by: Feng Ruohang <rh@vonng.com>
