Investigation findings
Confirmed directly from the parsed card data. The cost-reduction static claims support, but it carries no spell filter at all — the reduction is recorded as applying to any card you cast, with the "creature spell" and "power 4 or greater" qualifiers both dropped. Every spell you cast therefore costs {2} less, which is exactly the report.

For contrast, other cost-reduction statics in the same family do carry their qualifier — The Ur-Dragon and Sarkhan, Soul Aflame both record a Dragon-subtype spell filter — so the machinery exists and Goreclaw is simply not populating it. The missing piece is specifically a power comparison on a spell filter, which is less common than a type or subtype filter and may be the unhandled part.

The attack trigger's pump half is filtered correctly (power 4 or greater, creatures you control), so only the static is affected.
