CI fix: pin bun to 1.3.12 in the desktop-build workflow. Bun
1.3.13 ships a windows-x64-baseline cross-compile tarball that
fails to extract ("Failed to extract executable for
'bun-windows-x64-baseline-v1.3.13'"), breaking the Windows
sidecar compile step. Pinning to the previous release until the
upstream download is fixed.
