Logistics KPI Utils 0.2.0 — explicit arrival status and type checks

Adds explicit as-of classification of completed, pending, overdue and unscheduled arrivals; future actual timestamps are flagged. Includes a synthetic input/output fixture, 23 tests, TypeScript declaration checks and a clean packaged-consumer check. The shipment dashboard consumes this release. Existing exports remain available. See README for denominator rules and limitations.

Logistics KPI Utils 0.1.0 — initial preview

Initial preview of the dependency-free logistics KPI library. Includes dwell hours, signed delay, completed-arrival on-time rate, dwell distribution, TypeScript declarations and 16 tests. Missing data, timezone offsets and duplicate IDs have explicit handling. GitHub Actions tests and publishes to GitHub Packages; the release also receives an installable tarball.
