PortOps.Contracts 0.2.0 — documented, compatible event contracts

Adds XML documentation for every public type, enum value and record parameter; explicit stable enum numbers; a frozen 0.1.0 JSON compatibility fixture; and an additive ShipmentEventEnvelope with source-event and correlation references. Includes an independent .NET 8 NuGet consumer, verified before publication, and 132 passing application/contract tests. The shipment-API integration consumes this release. PortOps.Contracts 0.1.0 — reusable operational records

Initial preview of PortOps.Contracts, a dependency-free .NET 8+ library extracted from and used by PortOps AI. Includes evidence, bookings, vehicle observations, holds and readiness read models. The existing namespace PortOps.Domain is preserved for source compatibility. The application passes 129 tests including JSON round-trip checks. GitHub Actions tests and publishes to GitHub Packages and attaches the NuGet artifact. See src/PortOps.Contracts/README.md for installation and contract semantics.
