This PR moves information previously in our wiki into the repo itself. This allows us to use the same peer review workflows for managing our community guidelines, style guide, etc.

Where is the Contributing.md file accessible from on the pi-base user web site?

And what will happen to the information in https://github.com/pi-base/data/wiki?

After this is merged, the wiki will be updated to point to CONTRIBUTING.md. Right now the website "Contribute" link points to a Zulip thread, but I think it would probably be better to point to this document. The website "Help" link can continue to point to the wiki.
