[Bug]: Project filter doesn’t scroll

Steps to reproduce

1. Open T3 Code on nightly with Sidebar V2 enabled.
2. Add enough projects that the horizontal project chip row overflows (more than fit next to the Add Project button).
3. Try to reach the clipped projects with scroll, trackpad, or a scrollbar.

Expected behavior

I can reach every project in the chip row.

Actual behavior

The row clips under the Add Project control and fades out. There is no scrollbar and I cannot scroll to the remaining projects.
