support for partition name per message

pub/sub count editing in table to allow for high amounts of machines

in MsgDefs.csv, there is a new field:
Name,Reliability,Durability,History,HistoryDepth,ReadStrategy,PartitionName

example:
stat_RVL1_LI_Robot1,reliable,volatile,keepLast,1,ListenImmed,"Robot1"
