Fixes a repeated download of every source image on remote storages, where each render fetched the original again even when its siblings already existed.

Fixed

• Sibling generation no longer fetches the source image before it knows whether anything still needs converting; on remote storages (S3, Azure and other non-local drivers) that meant downloading every original again on every single render, even when its .webp and .avif siblings had long been in place.
