Changes since v3.79.7:
- Add --if-exists to pg_dump, in the db:dump command, so that PostgreSQL dump
files can be restored without errors on an empty database. - Avoid matching "-" as an environment ID when parsing a Console URL.
- Fix legacy region detection in the backup:restore command, preventing
accidental restore to the wrong environment on such regions.
