Fix Windows zip: use PowerShell Compress-Archive instead of zip

Fix CI: remove --output=sarif (not a gnatprove option)

GNATprove's --output flag only accepts brief/oneline/pretty.
SARIF output is a GNAT SAS feature, not gnatprove.
Use --report=all instead, and make SARIF upload conditional
on the file existing.
