Same kit as v2.9.1, which never reached the registry.

The v2.9.1 tag published nothing: npm answered E404 on the PUT, which reads
like "package not found" and means "that credential was rejected" - npm returns
404 rather than 401 so nobody can probe which private packages exist. The cause
was in the workflow log, NODE_AUTH_TOKEN: XXXXX-XXXXX-XXXXX-XXXXX:
setup-node's registry-url writes an .npmrc containing
_authToken=${NODE_AUTH_TOKEN}, and with no secret set that expands to the
literal placeholder. npm finds a credential, uses it, and never mints an OIDC
one. A half-configured token is worse than none.

registry-url is gone and the job clears any auth line before publishing. This
release is cut from a tree that matches its tag exactly, rather than publishing
2.9.1 from a later commit and leaving the tag and the tarball disagreeing.
