The Stop hook can no longer block you over another project's files, even if
its ledger is wrong.
2.9.7 fixed how the ledger is named; this release makes
the outcome independent of the ledger being right.

  • The Stop hook names only files inside the current project. A ledger holding
another repository's paths, for any reason, cannot block here.
  • With no session id the hooks record nothing and block nothing. The shared
local fallback name, the root of the cross-session leak, is gone.
  • SessionStart deletes the shared ledgers left by 2.9.6 and earlier
(edited-local.jsonl, edited-<tag>-local.jsonl), so no manual cleanup.

Three new hook tests, one per guarantee, each failing against 2.9.7.
