Fix remaining typos in docs and example policy - #2

The previous typo fix only covered findings visible in a truncated CI log: docs/DESIGN.md and README.md still spelled unparsable with an extra e, and typos splits ANDed into AN+Ded, so rephrase as AND-ed in examples/policy.toml. Verified clean with a local typos-cli run.

Completes the typo cleanup: the earlier fix was based on a truncated CI log. Fixes
unparseablein docs/DESIGN.md and README.md, rephrasesANDedasAND-edin examples/policy.toml (the checker tokenizes it as AN+Ded). Verified with a localtyposrun over the whole tree.
