Weekly checks, grouped minor/patch PRs, five open PRs max per ecosystem. dtolnay/rust-toolchain is ignored: it is pinned to a master-branch SHA with the toolchain chosen via input, and toolchain changes must happen deliberately together with rust-version and rust-toolchain.toml.

Adds .github/dependabot.yml: weekly cargo and github-actions version updates, grouped minor/patch, dtolnay/rust-toolchain excluded (SHA-pinned with toolchain via input; toolchain bumps stay deliberate). Complements the already-enabled Dependabot security updates.
