PoG Framework v1.0.0 (draft)

First public draft of the PoG (Proof of Governance) Framework, open for review. This release publishes the normative core as versioned drafts: the Technical Specification (POG-SPEC), the Threat Model (POG-TM), the Conformance Test Plan (POG-CTP), and the Claims Policy (POG-CP), all at v1.0.0. Status: draft. PoG is a framework initiated and maintained by Smart STB (Geneva), with PREVORN as the reference implementation. It is not a standard or a recognized protocol, and our Claims Policy forbids calling it one until earned. See the maturity table in the README.
