Remove unnecessary redirects and workarounds related to removing plugins from toolchain repo

Some PRs added unnecessary redirects to the default config in an effort to ensure backwards compatibility

Describe the solution you'd like
Remove as many global redirects as possible and make sure all plugins build without import redirects. Update wrapper URIs that are on goerli.
