Dock and Panel disappear when switching between displays, require display mode toggle to reappear #3163

Environment:

OS: Pop!_OS 24.04 LTS x86_64
DE: COSMIC
Kernel: 6.18.7-76061807-generic
GPU: NVIDIA GeForce RTX 4060
Shell: zsh 5.9
Display Setup: Dual monitors (LG and Samsung, 3840x2160)

Description:
When switching the primary display from one monitor to another, the COSMIC dock and panel disappear from view and do not automatically appear on the newly selected display.
Steps to Reproduce:

Have two monitors connected (in my case: LG and Samsung displays)
Start with dock/panel visible on one display (e.g., LG)
Switch to use the other display as primary (e.g., Samsung)
Observe that dock and panel disappear and do not appear on the Samsung display

Expected Behavior:
The dock and panel should automatically reposition themselves to be visible on the newly selected primary display.
Actual Behavior:
The dock and panel disappear completely when switching displays and remain invisible on the new primary display.
Workaround:
Toggling display modes (Settings → Displays: switch from "Don't mirror" to "Project" and back to "Don't mirror") causes the dock and panel to reappear on the correct display.
Additional Notes:

The dock/panel processes appear to still be running (not crashed)
This suggests the panel is rendering but in the wrong location or off-screen
The workaround consistently resolves the issue temporarily
