This PR introduces a CDISC submission conformance validation framework to the codebase. It includes a rule engine, bundled controlled terminology, and public APIs for validating study submission packages. It adds new public types and functions for modeling, validating, and reporting on CDISC conformance (plus, it includes a new controlled terminology data bundle).
