Fixed a flaw in the v1.2 duration optimizer where ties required to truthfully notate real sustained notes were incorrectly penalized. This could cause the optimizer to truncate genuine note lengths simply to avoid ties, replacing them with unnecessary rests.
Ties required for a note's real, tie-budget-respecting duration are now treated as free. Only additional ties introduced to fabricate sustain beyond the original transcription carry a cost.
Re-verified tie-budget and barline invariants across the full temperature range and multiple time signatures (3/4, 4/4, 5/4, 6/8), with zero violations.
Tested with:

1. Bollywood pop song (Kalank)
2. Classical piece (Prelude in C# Minor)
   Testing confirms significantly more faithful notation while preserving clean engraving and identical playback.
