0.18.0 — private fleet tracker

Fleet operators can now register a named fleet at /tracker and explicitly import sanitized Moshcode costs, completed timer/billing exports, or accounting ledgers through the CLI. Stable import identities prevent replay double counts; missing costs, work and settlements stay unknown.

The owner dashboard separates recorded costs, estimates, tracked billable agent-hours, potential billed value, receipts, fees, affiliate payouts and retained profit. Fleet identity and the capacity leaderboard require an explicit public opt-in. Financial reports stay private.

Validation: 406 tests pass against a dedicated local PostgreSQL database, including ownership, privacy, import replay and CLI integration; build, typecheck, Docker and desktop/mobile browser checks pass.
