Fixes V3 remote preflight validation so the CLI verifies the API canonical domain-framed request digest while continuing to bind exact local request bytes for safe retries. Public OpenAPI, discovery, documentation, and wallet handoff references are bound to this release. No wallet signing or transaction broadcasting is performed by the CLI.
