64 bit IDE support

Hello,

Following the changes in the JCL, I have just pushed the required changes for the installer to properly install component packages in the 64 bit IDE that is available with Delphi 12 update 3.

Note that this is very early support meaning that it does not crash the IDE but functionality is not guaranteed.

I haven't noticed anything obvious but any help testing all this is most welcome

Regarding compatibility, Delphi XE2 and 10.3
Just compiled the latest source code and had no trouble building/installing these new packages and/or experts.
I did not test the experts themself, because I'm not sure what to test...

In Rad 13 the BPL are not added to the known packages for 64 bit.
In Rad 13 32 bit IDE and in Rad12 64 bit IDE it works.

Please make sure the "Register in IDE" checkbox is checked for all IDE flavors

From my understanding all IDE flavors have the same setting.

BPL files are all generated in C:\Users\Public\Documents\Embarcadero\Studio\37.0\Bpl\Win64 but the registry is missing them.
The JCL files are in the registry

I added them manually and it worked. Seems to be an issue in the installer for the 37.0 Win64 flavor.

Similar experience here with the current version of JVCL.
BPL files are all generated in C:\Users\Public\Documents\Embarcadero\Studio\37.0\Bpl\Win64 but not registered at Computer\HKEY_CURRENT_USER\Software\Embarcadero\BDS\37.0\Known Packages x64.
