fix(dakota): align renovate config with org standard

Current State

Dakota .github/renovate.json5 extends config:recommended instead of local>projectbluefin/renovate-config. Does not automerge "digest" type updates (SHA pins are digest type).

Target State

Extend org config. Add digest to automerge matchUpdateTypes. This makes Renovate automatically converge SHA pins.
