Description

Download limit is not enforced with public files, even thought one can set expirations and download limits on any files in cluding public set ones.
I made a PR: #1568

Steps to Reproduce

Set a file to public shareable
Set a download limit to 1 on that file
Anonymously connect to the public url, download is possible with no limit.

Expected Behavior

Block when download limit reached

Actual Behavior

unlimited downloads
