Pull request overview

This PR prepares the repository for the 1.1.0 release by promoting the previously listed “next” release notes into a finalized ## 1.1.0 section in CHANGELOG.md, matching the project’s changelog/release formatting conventions.

Changes:

• Move the --skill root flag note (and related release notes) out of ## next into a new ## 1.1.0 release section.
