Elimitate "quartz" and use normal golang time

Proposal

quartz is just used for testing with different times, and we can use synctest instead, to avoid the need for an external library and to wrap every time call.

Quartz is actually used outside of tests in nflog/nflog.go and silence/silence.go

testing/synctest is GA since 1.25, the go.mod still has 1.24. the promu tools all are updated to 1.25 already, so I guess we can simply bump it ..

We said we'd be compatible until 2 previous go versions which is also what go encourages us to do, so not before 2.6 is released... I'll have to have a look if we can remove fully remove quartz then given what you said!

@ultrotter 1.26 is released
