Small improvements

#327, #330 Add Ruby 4.0 support: We now support Ruby 4.0. CGI was removed from the default gems, so we've changed our internal uses of it to URI.

#328, #335 Drop support for old Ruby versions: Ruby versions below 3.3 are no longer supported upstream, and client_ruby is no longer tested against them. Likewise, JRuby below 9.4 is no longer supported upstream, so we've dropped support for older versions.

This may be a breaking change. As we no longer test client_ruby against those versions, continued functioning on them is purely down to chance. Any issues specific to them will be closed as invalid.
