feat(venv): Python virtualenv manager plugin

Adds 'proto venv' with project-scoped virtualenvs stored in a registry at
$PROTO_VENV_HOME or ~/.config/proto/venv: create, enter (prints a shell
snippet for eval, cds to the project root and aliasess pip/python to the
venv), resume, shell, list/jsend, modify (repython/relocate/rename),
delete (with --purge), plus pip/install/uninstall/freeze/upgrade/run/
python/pip helpers, doctor and status.
