This release makes the Org Chart a live view of the fleet at work, reworks how plugin settings open, save and restart, and fixes coding-delegate replies and approvals in server-resumed turns.

Upgrading from v0.214.0

• No config changes are required. Plugin manifests keep working unchanged: Configure now opens the plugin as a pane inside Settings, and schema tabs and settings_tabs[].path pages render as before.
• Plugin authors: a schema tab can opt into live saving with apply: live (switches and selections save at once, text fields on blur, no Save & apply). Path-backed (plugin-owned) pages show no Save & apply bar either. Tabs without apply: keep Save & apply.
• Restart-only changes are no longer badged per field. They collect into one "N changes take effect after a restart" banner per plugin pane, with a Restart now button. A plugin page can add to the banner by posting a protoagent:settings:restart-pending frame message.
• Restart now checks for active turns and background jobs first. On a fleet member it stops and starts the member through the hub; elsewhere it runs a guarded self-restart and the console reconnects.
• delegate_to(project=…) on an a2a peer now succeeds and names the project (and its root, when registered) in the ask. Only a coder's working directory is scoped to the project.
• New for integrations: the delegation ledger announces work as it runs (delegation.started, .progress, .finished on the event bus) with a catch-up at GET /api/ledger/live.

Live Org Chart

• An edge carrying a delegation animates while the work runs. The agent on the end shows what it is doing right now (for example "Editing calc.py") with a clock, and flashes green or red when the work lands.
• An Activity column lists every hand-off. Click an agent to see its live plan, current tool, narration, lifetime record and recent work beside the graph.
• On a hub the chart covers the fleet: a member's own coders and subagents light up under that member, with that member's record.
• Coder and model nodes now show their run counts; the chart had been matching them against the wrong ledger kind.
• A room-routed delegate_to is recorded as what was asked, not the room's catch-up preamble.
• Filter chips keep keyboard focus across topology polls.

Plugin Settings

• Settings ▸ Plugins ▸ Configure opens the plugin's own full-width pane inside Settings, with a "← Plugins" back link, instead of a modal stacked on the Settings dialog. Escape and the back link return to the plugin list.
• Configure from the command palette, a plugin's own "Configure…" or a rail context menu opens Settings directly on that plugin's pane.
• Each plugin tab has one save model: save-then-apply or live, never both.
• A new guide, guides/plugin-settings, sets the settings standard every plugin follows, with a checklist to run before opening a PR.

Fixes

• A coding delegate's reply (Claude Code or another ACP coder) shows its tool calls in order between the sentences around them, live and after a reload, with inputs redacted. A chat rebuilt from the server keeps the participant's bubble, byline and tool timeline.
• Cards that aren't tools (@name, /workflow, /subagent, a delegate's calls) no longer offer a "Manage in Tools settings" link that led nowhere.
• When the server resumes a turn after background delegates report back, an approval that turn stops on now shows its Approve / Deny card in the open chat right away, not only after a reload. A turn that paused after saying something no longer shows a false "Task failed" toast.
• A fan-out to peers with a project no longer opens with a red error card while the model retries.
